Legal Context Behind the Formal Complaints Homosexuality is illegal in Iran, and in Egypt, morality laws are frequently employed to prosecute individuals from the LGBTQ+ community. Egypt's football association stated it refused to be linked to events that “directly contradict the social, religious and cultural values … in Arab and Islamic societies.” Similarly, Iran’s football federation publicly registered “objections against the issue.” FIFA's Stance Regarding Flags and Banners Fifa maintains full authority of stadiums during games. While it prohibits banners and flags with overtly political content, it allows flags expressing “social and sporting symbols,” which explicitly includes the rainbow flag. This regulation was in effect at the previous World Cup in Qatar and was reaffirmed following reports of flags being seized.
